Why It Matters

Residency reviews usually audit the database layer and stop there. An agent breaks that assumption quietly: prompts carry customer data to a model endpoint, retrieval indexes replicate it into a vector store, traces ship it to an observability vendor, and the review queue shows it to whoever holds the reviewer role. Every hop is a residency decision, and most of them are made by accident.

Regulated buyers ask about this early because the answer shapes the architecture from the start.

What It Constrains

Model endpoints. Where inference runs, and which provider regions the request may touch.

Retrieval and indexes. Embeddings and vector stores hold derived copies of the data; they inherit the boundary.

Telemetry and logs. Traces and decision records contain production data. If the observability stack sits outside the region, so does your compliance posture.

Human review surfaces. Escalation queues and review tooling expose data to people, whose location and access rights are part of the boundary too.

Where It Breaks

The classic failure is a compliant database paired with a non-compliant everything else. Prompts leave the region inside API calls nobody flagged as data transfer. Eval datasets get built from production exports and stored wherever is convenient. Observability SaaS pulls full transcripts offshore because nobody classed a trace as data.
