What is ISO/IEC 42001?

Why It Matters
ISO/IEC 42001 is the certifiable standard for AI management systems, and its position in the stack is best understood through the ISO 27001 analogue: 27001 did not invent security practices, it made them auditable, and certification became the artifact procurement teams could check. 42001 does the same for AI governance. Where the NIST AI RMF is a voluntary scaffold and the EU AI Act is binding law, 42001 is the thing an organization can be certified against: evidence, produced by an accredited auditor, that an AI management system exists and runs.
What the Standard Covers
Policy. A documented AI policy with objectives, roles, and accountability: the management-system layer above the technical controls.
Lifecycle coverage. Governance applied across the AI system’s life, from design through operation to retirement, rather than a review at launch.
Continuous improvement. The management-system loop: measure, review, correct, so governance stays current as the systems and risks change.
The standard certifies the management system, not the model. An auditor assesses whether the organization governs its AI systematically; whether any given model behaves is a different question, which is why 42001 sits alongside technical controls rather than replacing them.
Where It Breaks
Certification theater is the failure mode: a documented management system that satisfies the audit while the production agents run ungoverned underneath it. The standard’s strength is also the opening for this: it certifies that governance processes exist and operate, and a team that treats the paperwork as the point can pass an audit without a single runtime control. 42001 answers “is there a management system”; whether it touches production is decided by what the organization actually built.
